PlanRutherford is a vision document that is intended to depict community preferences for future growth and a strategy for achieving those preferences.

 

This plan provides a general policy framework that will be used to guide the county’s decisions related to the land development review process. The plan does not have the authority of regulation. The county’s zoning ordinance and subdivision regulations establish requirements and govern the development review process.

 

Rutherford County began the formal adoption process for PlanRutherford in January 2025. During the adoption process, public meetings were held and public comments were encouraged and provided to the Rutherford County Planning and Engineering Department through multiple methods.

On September 8, 2025, the Rutherford County Regional Planning Commission adopted PlanRutherford. The plan will go before the County Commission in October 2025 for their consideration.
